Notice on Launching a Psychological Counseling Hotline for Chinese-funded Institutions Overseas

Since the beginning of last year, the COVID-19 has broken out and spread rapidly all over the world. All comrades stationed abroad obey the needs of domestic epidemic prevention and control, stick to their jobs, make positive contributions to the overall situation of the service center and promote international anti epidemic cooperation, and demonstrate their responsibility to face difficulties. At present, the global epidemic is still ongoing, and the work and life of overseas comrades are affected to varying degrees, bearing enormous psychological pressure. The Party Group of the China Council for the Promotion of International Trade attaches great importance to caring for the physical and mental health of overseas personnel, and President Gao Yan has repeatedly instructed to provide support and services for overseas personnel. In order to implement the instructions of the leaders of the China Council for the Promotion of International Trade, serve overseas Chinese funded enterprises, help overseas personnel better relieve physical and mental stress, and build a psychological defense against the epidemic, the Liaison Department of the China Council for the Promotion of International Trade, in conjunction with the Institute of Psychology of the Chinese Academy of Sciences and the Psychological Health Working Committee of the Chinese Social Work Federation, has opened a psychological counseling service hotline for personnel of various overseas Chinese funded institutions.
The specific arrangements are as follows:
1、 Hotline service target
Personnel of Chinese funded institutions (including embassies, consulates, Chinese funded enterprises, media, etc.) stationed abroad.
2、 Hotline service content
Preliminary diagnosis, popularization of mental health knowledge, assistance in alleviating negative emotions such as anxiety, depression, and panic, relief of symptoms such as insomnia and post-traumatic stress disorder, introduction of self-care, mental health protection, stress management methods and techniques, improvement of self-regulation ability, and maintenance of mental health.

4、 Hotline service hours
From March 22, 2021 to September 17, 2021, every Monday to Friday from 9:00-21:00 Beijing time.
5、 Confidentiality principle
Each staff member and psychological counselor of the psychological counseling service hotline will strictly abide by the professional ethics code and relevant national laws and regulations, strictly protect the confidentiality of visitors (including names, counseling content, etc.), and not disclose visitors' personal information and counseling content to others (including units). But when it comes to legal exceptions to confidentiality such as security, crisis, and judicial requirements, the principle of confidentiality can be broken.
